Paul, Weiss, Rifkind, Wharton & Garrison LLP announced today that Tom Levine will join the firm in London as a partner in the Infrastructure Group within the Corporate Department. Widely considered the leading transactional lawyer in Europe for complex digital infrastructure matters, Levine advises clients on complex commercial and regulatory matters, M&A and financing transactions in the telecoms and technology sectors.

Levine has advised on some of the world’s highest-profile digital infrastructure transactions, as well as a number of first-of-their-kind and novel deals in the sector. In addition to M&A and financing transactions in the traditional telecom and satellite industries, his recent representations include advising on innovative separations of network infrastructure in the fixed, mobile and satellite sectors; joint ventures to create converged fixed and mobile telecom operators; brownfield and greenfield fiber network developments; and many carveout transactions in the telecom towers sector.
Levine’s practice focuses on complex commercial arrangements that make infrastructure transactions investable and bankable, collaborating across teams and practice areas to deliver strategic and innovative solutions. He has broad experience in the telecommunication and technology sector, including in both developed and developing markets. He advises on stand-alone projects, corporate and M&A transactions, joint ventures, corporate reorganizations, technology transactions and intellectual property. Levine’s experience spans technology, telecommunications, aerospace and defense, and digital infrastructure, representing private equity, infrastructure funds, credit funds, corporates and commercial banks. He has been recognized for many years in Band 1 by Chambers UK and by The Legal 500 UK as a Leading Partner. He received TMT Finance’s prestigious Europe TMT Lawyer of the Year award in 2024 and 2025, the only two times it has been awarded.
Levine received his B.A. and his LLB Law from The University of New South Wales in Australia. He is admitted to practice in Australia and England & Wales.
